Shibli Islam Rehan is a fellow member of the Institute of Chartered Accountants of Pakistan (ICAP) possessing over 30 years of post-qualification experience, both in the industry and profession


Mr. Shibli Islam Rehan is serving as a Partner in RASG. Since October 2015, he is also the CEO of SIR Consultants (Pvt.) Limited, a leading actuarial consulting company of Pakistan with a large local and international client base, providing services in the areas of Insurance, Takaful and Retirement Benefits.

Previously, he was Partner – Audit and Assurance of ERNST & YOUNG Ford Rhodes Sidat Hyder & Co. (EY Pakistan, Islamabad office). He was also involved in providing Corporate and Business Advisory services. Major clients handled as engagement partner included oil and gas E & P companies, telecom sector entities, financial sector institutions and non-governmental organizations.


Mr. Rehan’s main areas of expertise are the conventional practice segments including statutory audits and assurance engagements, half yearly/limited scope reviews, agreed upon procedures and special purpose certifications, full scope and limited scope reviews and reporting on behalf of group auditors.

Under Business Advisory services, he possesses experience of providing advices and opinions on statutory provisions; dealing with regulatory authorities, viz., Securities and Exchange Commission of Pakistan (SECP), Federal Board of Revenue (FBR), Board of Investment (BOI), State Bank of Pakistan (SBP); rendering corporate/secretarial and tax compliance services and representation at statutory/appellate forums.

Other professional services include providing accounting services and support through staff secondments and performing outsourced services; carrying out business and system reviews, financial due diligence and controls evaluations; performing internal audits and enterprise risk management assessments; systems and software implementation support and assistance.

Professional contributions to ICAP:

  • . Served as Senior Consultant for organizing/re-structuring Quality Control department and conducting QCRs of firms country-wide
  • . Served as member of Accounting and Auditing Standards Committee of ICAP during past several years
  • . Served as member of the Central Continuing Professional Development (CPD) Committee for several years, currently member of Islamabad CPD Committee
  • . Served as elected member, and past Chairman, of the Northern Regional Committee (NRC) of ICAP for the previous two terms.
