Lahore, Development Authority (U.D. Wing) - Development of Accounting Systems, Procedures and Softwares Implementation, Training of Staff Development and Implementation of EDP Packages. (October 1986 - June 1989).

Lahore Development Authority was following the old system of single entry book keeping with emphasis on receipts and payments. As per requirements of the World Bank, the Authority called for consultants to develop and implement double entry book keeping systems.

Under this assignments following services were provided :

  • Review of existing system, physical verification of fixed assets and preparation of the first balance sheet.

Quetta Development Authority - Development of Systems and Procedures, Implementation, Training of Staff (August 1988 - April 1990).

Quetta Development Authority (QDA) was formed in the public interest to establish a comprehensive system of metropolitan planning and development in order to improve the quality of life in Quetta.

The Authority was rendered the following services :

  • Development of financial systems and procedures including management information systems based on double entry book keeping system.
  • Implementation of the developed systems.
  • On the job training to QDA staff.
  • Preparation of first ever balance sheet for the Authority.
  • A study for computerization of developed systems.


Faisalabad Development Authority - U.D. Wing and WASA (July 1991 to-date). The Authority was rendered the following services :

  • Financial audit for the year ended 30 June, 1990.
  • Detailed report on the adequacy of existing financial systems and procedures identifying shortcomings.
  • Proposal of correcting those shortcomings and bringing the systems up to an acceptable standard showing details for training needs of the staff.
  • Development of financial system and procedures including management information systems based on accrual based double entry book-keeping system.
  • Implementation of the developed system.
  • Preparation of balance sheet and other statements.
  • Staff training and transfer of skills.


Lahore Development Authority (U.D. Wing) - Financial Planning Advisory Services (September 1990 - August 1992) :

  • Preliminary Analysis
    • Study in depth the existing policy for land acquisition, land development and sales; legislative and administrative framework, and Government policies; planning and development of organization, functions and coordination procedures; efficiency and effectiveness of LDA land development programmes; and LDA’s non-revenue earning investment programme and the extent of earnings from LDA’s non-development land assets;
    • Review present budget and Management Information Systems and procedures adopted by LDA and proposed budget and MIS procedures developed by the LDA consultants for implementation.
  • Systems Development
    • Analysis of demand and supply of housing land.
    • Comparison of land acquisition procedures in Punjab with the other provinces in Pakistan and elsewhere.
    • Opportunities for adopting progressive developed land sale pricing policies.
    • Efficiency and effectiveness of LDA’s land development procedures and organization.
    • Opportunities for alternative land development mechanisms making greater use of private sector finance and management.
    • Procedure for improved planning and programming of developments.
    • Procedure for project appraisal.
    • Procedure for project monitoring.
    • Multi - year rolling capital and revenue plans.
    • Analysis of land development cost and selling prices of two new schemes owned by LDA and scheme developed by LDA on behalf of a third party.
    • Recommended new price structure of developed housing land.
  • Manpower Development, Training and System Implementation:
    • Assist LDA personnel, prepare five year rolling capital and revenue budgets, indicating complete basis of forecasts together with an associated action plan and performance indicators.
    • Assist in implementation of systems and procedures developed, plans and budgets prepared as referred to above as part of LDA Finance Directorate team and existing management consultants. Implementation of these procedures and plans on annual basis. Preparation of a medium-term financial plan, together with an associated action plan and performance indicators, on annual basis.
    • Provide technical assistance during the project to help LDA design and implement improvements to financial management based on double entry accounting systems.
    • Assistance in implementation of MIS Software for land Acquisition, Exemption, Allotment, Plots inventory, Sales and Receivables.


The assignment consisted of the physical verification and revaluation of fixed assets of Karachi Port Trust. The assets included Land, Building of all descriptions, Wharves and other facilities, Harbour structures, Tugs, Dredgers, Boats and Launches, Navigational aids, Vehicles, Office equipments, Electrical & Mechanical installation, Plant and Machinery, The scope of work included the following :

  • Developing a key plan or plans on which all buildings and structures are identified by coding systems.
  • Developing a method of classifying all equipment and machinery etc.
  • Preparing master lists of building, equipment, machinery and other immovable assets.
  • Preparing short description of the buildings and structures embodying salient specification features.
  • Preparing short outline descriptions of equipment embodying information on capacity and salient features.
  • Preparing schedules to indicate the broad quantities (area, length etc.) of the item listed in (c) and (d).
  • For each item on the schedule preparing a worksheet showing its replacement cost at current market prices.
  • For each worksheet prepared under (g) above justification sheet giving details of how the current market value of the asset has been determined.
  • Completing the information regarding the current market value of each type of asset in to comprehensive volume.


The corporation was rendered the following services :

  • Financial audits for various years were conducted.
  • Physical verification and computerization of all stores of the corporation was done in association with other consultants.
